Technical Assistant to the Construction Official

Union position. Hours 8:00 am -4:30 pm

Salary starting at $28.48 per hour; plus, comprehensive benefit package. Salary commensurate with experience. 

Under the direction of the Construction Official, provides technical assistance and administrative support in the issuance of construction permits to ensure compliance with the provisions of the New Jersey Uniform Construction Code and model codes. Performs other related duties as required.

  • Oversees and reviews all construction permits applications (including fee collection, obtaining prior approvals, keeping document logs, fee calculation and properly circulating applications to appropriate Sub-Codes)
  • Manages the application process from beginning to end for commercial buildings, new homes, additions and renovations. 
  • Issues construction permits certificates and violations; if necessary; after approval and authorization has been granted by the appropriate Sub-Code official. 
  • Determines type of certificate required at job conclusion.
  • Monitors compliance due dates for violations and overdue payments of constructions applications
  • Aids the general public by providing information of a technical nature concerning the requirements and standards relating to the Uniform Construction Code by phone or in person.
  • Interprets and explains policies and regulations.
  • Responsible for handling daily, weekly, monthly quarterly account balancing for administrative fees and DCA fees using excel spread sheets.
  • Consults with solicitors, architects, owners, and contractors on compliance problems.
  • Reviews inspection logs periodically for overdue inspections and may take appropriate action for non-compliance according to Uniform Construction Code regulations.
  • Responsible for handling State Training Quarterly Reports (uses Permit Fee Log to compute dollar amounts and total volume of new construction and additions)
  • In accordance with the Township Office of Emergency Management Code Enforcement Annex gathers data from field inspectors and prepares reports for agencies as required
  • Generates purchase orders for all department expenditures.
  • Assists in the preparation of the department budget.
  • Responsible for OPRA request responses
  • Provides a variety of code services to the general public in one or more function areas.
  • Gathers information and data to answer inquiries in order to prepare reports.
  • Maintains inspection logs for sub codes.
  • Monitors plan review deadlines
  • Maintains permit and certificate fee logs.
  • Maintains necessary records, files and computer data.
  • Processes office supply order for the department
  • Performs other miscellaneous administrative tasks as assigned.

Required Experience, Technical Skills, and Knowledge:

  • Thorough knowledge of the administrative provision of the New Jersey Uniform Construction Code as they relate to the activities of the office of the township Construction Official

  • Ability to work with accuracy and speed in a customer driven environment with frequent interruptions.

  • Ability to function under pressure such as time limitations or intense public interest.

  • Knowledge of planning approval and building permit processes and procedures, specifications requirements and construction practices

  • Ability to work in a team-oriented environment and establish and maintain cooperative working relationships with local and state government officials, staff members and the public.

  • Ability to prepare reports and correspondence.

  • Ability to establish and maintain records and files.

  • Operating knowledge of computers and applicable software – MS Office

  • Ability to learn and effectively use department hardware/software including but not limited to the phone system/scanners/printers, MSI Requisition System/GovPilot

Desired Experience, Technical Skills, and Knowledge:

  • Public Sector/Municipal Experience

  • Knowledge of Township Code 

Education / Certification / License Required:

  • High School Diploma or equivalent

  • NJ DCA Technical Assistant’s Certification/License

  • Minimum 2 years of experience in work involving construction, code enforcement, and inspection activities in a municipality. 

Education / Certification / License Desired:

  • Associate degree

  • 3 or more years of experience in Code Enforcement
